Mayor Tarver asked the total cost of the improvements identified in the Tri-Valley <br />Transportation plan. <br /> <br /> Mr. Lum said when this first started, it was approximately $300 million but since it has <br />risen to $400 million. <br /> <br /> Mayor Tarver asked when this was originally discussed, what were the proposed fees? <br /> <br /> Mr. Lum said initially the proposal was that the fee amount would fund the entire $300 <br />million. At that time the fee was proposed at $2800 per dwelling unit and $6 per square foot <br />for commercial, office and industrial space. Subsequently it was reduced to $2580 per dwelling <br />unit and the commercial and office space was also reduced so that it would raise approximately <br />$146 million. The present proposal further reduces the fee to $1500 per dwelling unit and $1 <br />per square foot for commercial office and $.75 per industrial, estimated to raise $70 million. <br /> <br /> Mayor Tarver asked him how long he felt it would take to raise funds for the 1-680/I-580 <br />flyover. <br /> <br /> Mr. Lum estimated it would take one to two years. <br /> <br /> Mayor Tarver asked him to explain the Dublin compensation for right-of-way costs of <br />three-quarters of million dollars. <br /> <br /> Mr. Lum said both Dublin and Pleasanton made requests to the Alameda County <br />Transportation Authority for credits against its fair share of the local match for improvements <br />made by private development or for land that was provided for right-of-way. He understood <br />most of Dublin's transactions were related to right-of-way as opposed to improvements. This <br />has no bearing on the actual fee amount. Instead of the fee amount going to the Alameda <br />County Transportation Authority in total, some of that fee amount will go to Dublin and <br />Pleasanton as credits. This has no effect on the fee amount or the revenues generated through <br />the TVTC. <br /> <br /> Mayor Tarver stated that Ruby Hills has an obligation to fund part of the Highway 84 <br />improvements. Based on this agreement, is there any way that the Ruby Hills developer could <br />request a reimbursement for its portion of Highway 84. <br /> <br /> Mr. Lurn said there is a provision in the Joint Powers Agreement that should a project <br />be listed in the strategic expenditure plan, and it is accomplished by private development, then <br />a credit could be received. The strategic expenditure plan would then include that specific piece <br />of improvement. <br /> <br /> Mayor Tarver understood that Contra Costa County was not going to contribute to the <br />west Dublin BART station. <br /> <br />Pleasanton City Council 3 06/23/98 <br />Minutes <br /> <br /> <br />
