Ms. Dennis asked if her business was by appointment only and if any of her clientele <br />were under the age of eighteen. She asked about her licensing requirements. <br /> <br /> Ms. Cooper said yes. She is a licensed minister in the State. She was unaware of any <br />state licensing requirements. The church that licenses her does not provide liability insurance. <br /> <br /> Tierre Avery, 6450 Stoneridge Mall Road, Apt N203, said she is a practicing therapist <br />in Pleasanton. She explained about her practice. She felt more and more people were <br />experiencing phenomena or life/death encounters and needed someone that could explain what <br />happened. <br /> <br /> Mayor Tarver asked if she practiced in the City. <br /> <br /> Ms. Avery said she is a therapist in the City. She does physic phone work and goes to <br />people's houses for animal telepathy. <br /> <br /> Ms. Michelotti asked if she could find a lost animal. <br /> <br /> Ms. Avery said no. She communicates with the animals and then tells the owner what <br />the animal would like changed. <br /> <br /> There were no other speakers. <br /> <br /> Ms. Dennis supported the moratorium. She said the last time the City dealt with a first <br />amendment issue, it was how to site adult book stores. She wanted to look at a licensing <br />procedure to ensure the community is comfortable with who is practicing. <br /> <br /> Ms. Ayala understood staff would be contacting other cities that have already addressed <br />this issue. <br /> <br /> Ms. Michelotti felt the moratorium was appropriate. She wanted to have a public hearing <br />and get input from the community. She felt the moratorium was a step in the right direction. <br /> <br /> Mayor Tarver asked if a blanket moratorium was necessary? Why can't an application <br />be processed if it is in compliance with the existing zoning regulations. If it is not in <br />compliance, then it would not be approved. He understood where staff was coming from, he <br />was questioning the blanket moratorium aspect. <br /> <br /> Mr. Roush said there is concern over the conditional use procedure. The idea of the <br />moratorium is to take a step back and look at the big picture. To allow certain uses to proceed <br />when the subject matter is being looked at may not help the City's chances if it is challenged <br />during the moratorium period.
