It was moved by Ms. Dennis, and seconded by Ms. Ayala, to adopt Resolution No.
98-90, establishing a Tri-Valley Transportation Development Fee for developments within
the City of Pleasanton.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, and Michelotti.
NOES: Mayor Tarver
ABSENT: Councilmember Pico
ABSTAIN: None

Item 4c
Ordinance establishing a moratorium on processing or approving permit applications for
fortune-telling and related uses. (SR98: 168)

Larrisso Seto presented the staff report.

Mayor Tarver asked for public comment.

Karen Cooper, 2131 Raven Road, found insulting the article in the newspaper regarding
fortune telling. She wanted to make it clear that fortune telling is a legitimate business and there
are many alternate therapists already in existence. She hoped Pleasanton would be open minded
in granting permits for these professions.

Ms. Michelotti asked if she had a problem with the present city ordinance.

Ms. Cooper said her business is located in Danville.

Mayor Tarver said the proposal tonight is to collect information to look at changing the
existing ordinance. A hearing will be held to change the ordinance. The City would not be
granting temporary occupancies while the study is undertaken.

Ms. Michelotti asked if this seemed reasonable and logical to her?

Ms. Cooper said yes. She just wanted the City to be open minded about the process.
She did not understand why the location had to be regulated to certain areas of the City. When
people generally open a business they want it to be where there is considerable foot traffic.

Ms. Michelotti asked where in Danville she had her business.

Ms. Cooper said her business is located in an office building located in the downtown
area.

Pleasanton City Council 10 06/23/98
Minutes
