Pleasanton's urban limit line. He felt the golf course was a marvelous venture responding to
the needs of the community. The concern is that the urban limit line is being changed from the
General Plan by some 200 to 400 feet. Mr. Schaffer submitted a proposal, that was approved
by the Planning Commission, that would allow him to take advantage of the buildable area on
his property, which the current proposed line does not. He urged Council to approve the Plan
according to the Planning Commission's recommendation and make everyone happy.

Ms. Ayala asked how many units is Mr. Schaffer's land currently zoned for in the
County?

Mr. Rasmussen said Mr. Schaffer's property is currently zoned for low density
residential which allows one to four units per acre within the County urban growth boundary
line. The County urban growth boundary is in the same location as the one proposed by staff.
The line does not allow the addition of any more homes. That would require a separate general
plan amendment.

Ms. Michelotti asked if Mr. Jacobsen had a map that reflected the adjusted urban limit
line that he was proposing.

Mr. Jacobsen submitted a map that showed the adjustment of the properties owned by
the persons that he represented. He asked what Plan was before Council tonight.

Mr. Pico said the entire Plan.

Ms. Michelotti asked if the map he submitted followed the topography.

Mr. Jacobsen said the proposed line follows the base of the hill.

Ms. Ayala asked if staff had seen the map.

Mr. Rasmussen said yes, the map had been presented to the Planning Commission.
However, the Planning Commission did not approve that map. The Planning Commission
approved a condition, "staff shall work with the owners of lots 115, 116, 119, 120, 121, and
124 to clarify the precise location of the urban growth boundary line. The line shall be sensitive
to the site topography, current building locations and other environmental conditions but the line
shall not be located in such a way to allow for additional housing yield."

Ms. Michelotti asked if this type of adjustment could be considered? Would following
the topography provide developable land.

Mr. Rasmussen said on Mr. Schaffer's land the line was moved so that it would go
behind an area where there are two garages.

Pleasanton City Council 6 06/16/98
Minutes
