6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />GPA-97-01, SP-97-01, RZ-97-01, Happy Valley Specific Plan <br />Application for a General Plan amendment, Specific Plan, PUll prezoning and <br />environmental impact report prepared for the 860-acre Happy Valley Specific Plan Area <br />located in the unincorporated land generally south of Sycamore Road. The project includes <br />the development of an 18-hole municipal golf course, up to 179 future homes, extension of <br />a collector road to serve the Plan area, and extension of City water and sanitary sewer <br />facilities. (SR98: 135) <br /> <br /> Wayne Rasmussen presented the staff report. <br /> <br /> Ms. Michellotti asked how many of the properties on the south side of Happy Valley <br />Road would have a density of 1.5 units per acre. <br /> <br /> Mr. Rasmussen said two properties. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Jean McMurphy, 6828 Corte De Flores, said she has been a member of the Pleasanton <br />community for thirty years. She thanked Council for preserving the open space but she had a <br />concern that this issue has become more important than a man's life. She asked Council to step <br />into A1 Spotorno's boots. A1 Spotorno has worked his land for over 50 years. She wanted <br />Council to imagine a situation of never being able to sell their homes, imagine losing the equity <br />in one's house, and your backyard becoming a public playground. She supported A1 Spotorno. <br />She felt the proposed plan is a nightmare for A1 Spotorno and maybe others. By being required <br />to deed the remaining portion of his land, A1 Spotorno is being stripped of his inheritance. She <br />asked Council not to punish A1 Spotorno but to pay him what the land is worth. She said if the <br />City does not have the money, then wait until it does. She asked Council to reconsider its plan <br />of requiring the 104 acres to be deeded and asked for a show of hands that supported this <br />proposal. (There was a significant show of hands) <br /> <br /> Inge Jechart, 744 Mockingbird Lane, strongly supported the one acre limit. <br /> <br /> Derek Schaffer, 777 Happy Valley Road, Nick Chapman, 255 Happy Valley Road, and <br />Mrs. Mirandas, 933 Happy Valley Road, as a group, handed Council a list of concerns <br />regarding the urban growth line. <br /> <br /> Frederick Jacobsen, Attorney at Law, PO Box 6190, San Mateo, recapped a case when <br />he represented the Cattlemen's Association and the Farm Bureau against Alameda County <br />regarding the County's urban limit line. He said one of the plaintiffs in that case was the City <br />of Pleasanton.
