Mr. Jacobson said these owners do want additional density. He said the lines are being <br />adjusted throughout the project and the land around the golf course is getting additional units. <br />He believed there was an opportunity to reach a balance that would make everyone happy. <br /> <br /> Ms. Michelotti said Council has to look at all the options. <br /> <br /> Ms. Ayala asked how many more units each property owner wanted. <br /> <br /> Mr. Jacobson said the Mirandas wanted one; the Schaffer's wanted four to five; and the <br />Chapmans wanted eight. <br /> <br /> Ms. Michelotti asked if these property owners had a problem with dedicating land as <br />open space. <br /> <br /> Mr. Jacobson said the property owners are willing to accommodate the agricultural and <br />open space if they receive more density. But they are concerned with the nature of the easement <br />and if it would give access or ownership to another property owner. <br /> <br /> Chilli Barlow, 6723 Alisal Street, supported the golf course. She felt it would be a good <br />asset for the City of Pleasanton. She is concerned about the irrigation water that will be going <br />downstream and perhaps filtrating into her well. She is also concerned about the bypass road. <br />She understood the North Sycamore Road would not be built for two years. If the construction <br />bypass road is not built, traffic will use Alisal Street. She does not want Alisal used for a <br />thoroughfare because the road is used for many outdoor activities. She asked Council to keep <br />Alisal free of construction traffic. She also asked Council to follow the General Plan and <br />maintain the 1 unit/2 acre density. <br /> <br /> Jay Risso, 5577 Corte Sonora, felt there were inconsistencies with the densities. The <br />Spotorno Flat Area is being allowed to build units on a ratio of 1 to 11/2 acres, but across the <br />road, the lots are 15,000 to 21,000 sq.ft. He wanted to know why there was such a <br />discrepancy. Another inconsistency is that 25 % of the golf course and a great percentage of the <br />housing elements and other improvements are in the lands outside the urban growth line and well <br />above the present 15 % slope line. He asked if a peer review report needed to be done to ensure <br />fair and equitable implementation of the codes, guidelines and the planning policy. He felt that <br />two different standards were being used for this development. He would like the golf course <br />to go in but would not support any development that took property rights away from others. <br /> <br /> Bill Howell, 6651 Alisal Street, complimented the staff for its efforts. He had two <br />concerns. First, do the land use guidelines allow a building height of thirty feet. Throughout <br />the Specific Plan, it talks about preserving the rural character of the area. The Spotorno's land <br />is very strategic to the whole Plan. He felt a single story home on a two acre parcel would fit <br />in, rather than a thirty foot high home.
