Ms. Ayala said it is also going to be used to take the traffic off Alisal. <br /> <br /> Mr. Pico just wanted the bypass road built before the construction traffic uses Alisal or <br />the Happy Valley Loop. <br /> <br /> Ms. Michelotti asked if something holds up the construction down the road at Sunol <br />Boulevard, then would that delay the whole road. <br /> <br /> Mr. Pico said yes. <br /> <br /> Mayor Tarver said people in the Happy Valley area want the bypass road as quickly as <br />possible. But they also want the golf course built and were willing to tolerate limited traffic on <br />the Happy Valley loop. The golf course is going to take a long time to develop. <br /> <br /> Ms. Ayala asked if number nine, staffs recommendation, could be worded using the <br />formula outlined in the draft Specific Plan but leave the option open for accessing Alisal. <br /> <br /> Mr. Swift said the cost sharing formula would be left the same but the Council would <br />modify the Specific Plan to indicate that the Spotorno Flat Area could be served directly from <br />Alisal Road. The lots that use Alisal Road would not be part of the cost sharing formula. <br /> <br /> Mayor Tarver wanted to include all the lots in the cost sharing formula. <br /> <br /> Mr. Swift said the access to the Spotorno property has been tossed around whether the <br />access should be off the bypass road or Alisal. <br /> <br /> Mr. Pico was willing to let the lots stay on the bypass road. <br /> <br /> Ms. Michelotti felt the option for the 16 units with access off Alisal should be there. <br /> <br /> Ms. Ayala felt the people buying the homes on Alisal Road would want to use Alisal <br />Road as the main access. <br /> <br /> Mr. Rasmussen said the Specific Plan allows three homes to have access off Alisal Road. <br />The interior lots would have access by way of the bypass road. <br /> <br /> Ms. Michelotti could see the lots off Alisal having the same configuration. It does not <br />have to go around the bypass road. If the General Plan had not allowed 75 more units up on <br />the hillside we would be looking at deyeloping the area off of Alisal. <br /> <br /> Mayor Tarver wanted to use the cost sharing formula as stated in the staff report for the <br />bypass road. He wanted to get an agreement and get this done. He considered the bypass road <br />essential, the cost sharing of it equally as important in financing the golf course.
