bypass road issue would be worked out with the development proposal once the Specific Plan <br />is done. <br /> <br /> Ms. Michelotti asked if the option was there for access off Alisal. <br /> <br /> Mr. Swift said the Specific Plan states three houses can have access off Alisal, but this <br />can be modified by Council to state the access will need to be worked out as part of the PUD. <br /> <br /> Mayor Tarver said there was going to be a lot of things to work out in the PUD process. <br /> <br /> Ms. Ayala said number nine is staff's recommendation with that option available in the <br />PUD process. <br /> <br /> The consensus was to work out access options during the PUD plan process. <br /> <br /> 10. Water and Sewer cost-sharing <br /> <br /> Ms. Ayala wanted pro-rata shares and they can use any formula they want. <br /> <br /> Mayor Tarver agreed. The residents should pay for what it costs the City. The City can <br />offer numerous financing plans. <br /> <br /> Ms. Michelotti wanted to know what the administrative costs would be for the City to <br />maintain these programs. She was willing to look at any plan. <br /> <br /> Ms. Acosta said the City needs to work with the property owners to figure out a plan. <br />The option to defer collecting the money until the time of sale will be determined by whether <br />the City has enough money to advance any money out of the sewer or water funds. She wanted <br />to look through what the options are. She did not want to commit to making the deferral work, <br />but the City would like to. <br /> <br /> Ms. Dennis agreed too many options increase the administrative costs. She said she was <br />particularly concerned with the administrative costs, because she wanted to try and accommodate <br />as many people as possible. <br /> <br /> Mr. Roush said 110 deferred improvement agreements would be problematic. <br /> <br /> Ms. Michelotti suggested having the property owners pay some money up front and the <br />balance being paid over time. <br /> <br /> Ms. Acosta said staff would bring back a plan. <br /> <br /> There was consensus to go with staff's recommendation. <br /> <br />Pleasanton City Council 31 06/16/98 <br />Minutes <br /> <br /> <br />
