Mr. Pico wanted to guarantee that the bypass road would be built before construction of <br />the golf course. He did not want construction traffic using Alisal. The potential tradeoff would <br />be to allow the lower Spotorno property to access Alisal Road but that the bypass road be <br />constructed prior to that lower property being constructed. <br /> <br /> Mr. Swift doubted that this would be much of an incentive because if the bypass road and <br />the Spotorno property were being built simultaneously the construction traffic to the Spotorno <br />property would use the bypass road. Summerhill is asking to build some of the units in advance <br />of building the bypass road, so it would be able to use profits from the sale of the homes to <br />build the bypass road. <br /> <br /> Mr. Pico was looking for an incentive to keep the construction traffic off Alisal. If <br />access to Alisal was something preferred then there could be a trade off to guarantee that the <br />bypass road was built and the construction does not go onto Alisal. He was willing to make a <br />separate proposal or add a separate item that addresses not having construction traffic on Alisal, <br />if this is something that would be supported. <br /> <br /> Mayor Tarver wanted to get the bypass road built as quickly as possible and keep the <br />traffic off Alisal. He said the big issue is whether this is possible within the time frame and <br />whether or not all the deals can be worked out during the golf course construction. He wanted <br />to limit the traffic impacts and construction traffic on Alisal. <br /> <br /> Mr. Swift said the draft Specific Plan does include that kind of language but it does not <br />say it has to happen that way because there are so many uncertainties, not only in the Spotorno <br />property but in the other developments as well. <br /> <br /> Mr. Pico was willing to postpone the golf course until the bypass road is built. <br /> <br /> Ms. Ayala did not agree. <br /> <br /> Mayor Tarver did not agree. <br /> <br /> Ms. Michelotti said it is going to take major grading to get the bypass road built. She <br />said part of the road would be visible from the other side of town. She said there will be <br />impacts with this bypass road. She wanted the residents to realize the impacts. <br /> <br /> Mr. Pico said the impacts are realized. He pointed on a map to the area that the bypass <br />road would serve. <br /> <br /> Ms. Michelotti understood this. <br /> <br /> Mr. Pico showed on the map that the bypass road could take a different route.
