Ms. Michelotti asked if staff understood what it was she was saying. Rather than having <br />great big lots here and little bitty lots there. She wanted staff to make it a comprehensive plan. <br /> <br /> There was consensus to support #8 as recommended in the staff report. <br /> <br /> 9. Bypass road cost-sharing, use formula outlined in draft specific plan. <br /> <br /> Ms. Ayala supported the cost sharing formula. <br /> <br /> Ms. Dennis supported it. <br /> <br /> Mayor Tarver supported it. A little bit less cost for the City and little bit more for the <br />property owners. <br /> <br /> Ms. Dennis understood the recommendation was always going to be the formula. <br /> <br /> Ms. Michelotti asked if the recommendation was to have the property owners pay 100% <br />up to the medium density and the cost sharing is outlined as 80/20. <br /> <br /> Mr. Rasmussen said 80/20 is approximately the proportion for the bypass road extending <br />south from the Spotorno medium density residual area to where it hits the golf course property. <br /> <br /> Ms. Michelotti asked what impact the lots off Alisal would have on the road cost <br />equation. <br /> <br /> Mr. Rasmussen said those lots would have 20 % less of the equation. <br /> <br /> Mayor Tarver suggested taking six lots away, there won't be as much traffic and the <br />formula could be reduced. <br /> <br /> Mr. Swift said the way the Specific Plan is structured, the Spotorno Flat Area lots all use <br />the bypass road and there is only an emergency road access onto Alisal Street. If Council <br />wanted to modify this and allow some of the lots to permanently use Alisal Street then Council <br />should designate how many lots would be allowed to do so. If the lots are using Alisal Street <br />and not using the bypass road the lots would not be part of the cost sharing formula. <br /> <br /> Mr. Pico said he would like to allow access to Alisal with some of the lower Spotorno <br />property (sixteen to twenty-two units) under the provision that the golf course bypass road be <br />constructed before, or simultaneously with, the development of the lower portion of the Spotorno <br />property, so the City has some incentive to get the bypass road completed. <br /> <br /> Ms. Ayala asked if the road would be accessed both ways. <br /> <br />Pleasanton City Council 28 06/16/98 <br />Minutes <br /> <br /> <br />
