Mr. Pico was willing to permit the building of the compound subject to future Council
approval of the location.

Ms. Dennis asked if it would be subject to a visual analysis.

Mayor Tarver said one time there was a 670 foot limit.

Mr. Swift said there is a 670 foot line along the Pleasanton Ridge that was originally
based on water surface elevation. It does not apply here.

Ms. Ayala felt the barn would add to the rural atmosphere.

Mayor Tarver said it depended upon how big and where the barn is located.

Ms. Michelotti stated that visibility would be a factor concerning the barn. If someone
sees a big barn with a reflective roof they would not like it.

There was a consensus for staffs recommendation with the changes noted.

8. Additional Spotorno lots in the south Spotorno Hill area

Ms. Dennis agreed with staff's recommendation.

Ms. Ayala agreed with staffs recommendation.

Mayor Tarver agreed with staff's recommendation.

Ms. Michelotti asked if this was being limited to three units rather than six based on the
102 acres.

Mayor Tarver said the development is going down below, which greatly enhances its
value and solves the problem of putting more houses on the hillside. He was looking for
something in return for this. Staff's recommendation is permitting the transfer.

Mr. Swift said staff is recommending a particular financing formula for the bypass road.

Ms. Michelotti asked if this could be looked at in relation to that when this comes
forward. She agreed with staff's recommendation in taking the houses off the hillside. She said
moving the houses down was a good idea. She would like to see a comprehensive plan done
that shows how all the lots fit into the project. She felt the tradeoff suggested was a good
compromise; which is to site the houses in the right location and then exchange the property.

Mr. Swift said that is the recommendation.

Pleasanton City Council 27 06/16/98
Minutes
