Ms. Ayala's issue was the fencing. She said the fencing might block the access for <br />wildlife going to the creek. <br /> <br /> Ms. Dennis felt staff looked at that issue. <br /> <br /> Mr. Rasmussen said staff was assuming there would be fencing with the agricultural use. <br />Most of the area would be fenced off to keep livestock from crossing over the bypass road. <br />Staff has not gotten into the details of the fencing. Ms. Ayala had a good point. This needed <br />to be looked at during the PUD process or if Council wanted to add some kind of policy <br />guidance to allow for smaller animals to get through. <br /> <br /> Ms. Ayala was willing to concede and give up the fence for A1 Spotorno. <br /> <br /> Ms. Michelotti said according to the trail system the fence encircled the entire area. She <br /> felt there was another way to get to the bypass road, going northward. <br /> <br /> Mr. Pico said there are four votes to delete the trail. <br /> <br /> Ms. Ayala was willing to give it up. <br /> <br /> The consensus was to remove the Minnie Road from the Specific Plan. <br /> <br /> 7. Spotorno agricultural compound <br /> <br /> Ms. Ayala agreed with Mayor Tarver regarding the concern for visibility. <br /> <br /> Mr. Pico agreed with the terms in the staff report. <br /> <br /> Ms. Dennis agreed. <br /> <br /> Mayor Tarver said I am assuming there must be a difference between "explore as a <br />possibility" and "permit, subject to restrictions as to location and visibility." The way he read <br />it, staff said no, but the Planning Commission said maybe, if it can work. <br /> <br /> Mr. Rasmussen said the Planning Commission had suggested that a plan be submitted to <br />staff and the City Council, which the Spotorno's have done. The staff report points out concerns <br />about visibility and suggests that the home be allowed but not be more than thirty feet above the <br /> existing Minnie Road driveway that fronts it. This keeps the house down from the top of the <br />.hill. <br /> <br /> Ms. Michelotti said that is not what the recommendation states.
