In light of the <br />comments heard tonight, let the property owners make the choice. <br /> <br /> Ms. Dennis asked staff if it was okay to allow the property owners to make a choice. <br /> Mr. Swift said that was okay. <br /> <br /> The consensus was to allow the property owners the opportunity to make a choice, <br />between the UGB location shown on the General Plan and the UGH location shown on <br />Attachment 3. <br /> <br /> 4. Phased annexation of lots south of Happy Valley Road <br /> <br /> Mr. Rasmussen felt this was a minor issue. Staff's recommendation is to annex all the <br />property at the same time, not just the front half of the property. The property owners are <br />asking to annex the front portion, the semi-rural density portion, with the remainder of the <br />project and then work out an agricultural document that would address permitted uses and how <br />to deal with odors, etc. Staff is recommending that the agricultural document be done prior to <br />the annexation so the annexation process only has to be done once. <br /> <br /> Mr. Pico wanted to include Mr. Spotorno's advice and expertise in the above process. <br /> Ms. Michelotti said the property would be annexed according to current property lines. <br /> There was consensus as to the staff report recommendation. <br /> <br /> 5. Five-Acre Agricultural Parcels on Lots 119 (Schaffer) and 124 <br />(Grotenhuis/Chapman) <br /> <br /> Mr. Rasmussen said number five relates to the action taken on number one. The staff <br />proposal allows a limited density increase (and a one lot density transfer for lot 119) if there is <br />an open space easement dedicated. <br /> <br /> There was consensus to support the staff report recommendation. <br /> <br /> 6. Trail 7 (Minnie Road) <br /> <br /> Mayor Tarver did not care if the trail was deleted. <br /> <br /> Ms. Dennis wanted the trail. She felt trails were really important.
