Mayor Tarver said the plan was to put the 75 units on the upper land. These are decisions that need to be made by the developer. Ms. Ayala said the intent of the General Plan is to fairly compensate A1 Spotorno for not building on the land. Ms. Michelotti had a major issue with where the bypass road was going to go. She wanted everyone to understand this is a development that will partially be seen from certain areas in Pleasanton. She wanted a plan that the citizens would accept and show that the City is not extending itself. Ms. Ayala asked again if everyone was in consensus on number 2. The Council agreed. 3. UGB Clarification at lots 115, 116, 119, 120, 121, and 124 Mr. Pico would like to leave an option to the property owners. The property owners can either keep the original urban growth boundary designation or accept the changes proposed in the staff report. The lines will be contiguous from property to property. Ms. Michelotti said a property owner may get more acreage but it may not match the number of units. Mayor Tarver said staff may draw the line differently if it did not create a parcel size that could sustain additional development. He said to draw the line where it made sense and tell the property owners this is what you can put on the property. Mr. Pico felt staff was trying to do this. Ms. Michelotti said the clarification of the urban growth boundary made sure that any additional land which equated to additional units would not happen. Mayor Tarver asked staff if it would have drawn the line the same way, given the developable property, if staff had not been faced with the unit issue. Mr. Rasmussen said probably not. Ms. Michelotti asked staff to draw the line where it should be and then look at the results. Mr. Rasmussen said staff's recommendation is set forth in Attachment 3.
