Mayor Tarver said the land use designation would be open space and agricultural. The <br />property owners can still use the property for agricultural purposes but they could never come <br />back and subdivide the property. <br /> <br /> Mr. Pico clarified staff's recommendation to read two acre density with the option of <br />limited density bonus for open space and other amenities. <br /> <br /> Ms. Ayala asked if everyone approved #1 as stated. <br /> <br /> The Council agreed. <br /> <br /> Mr. Swift said the Specific Plan would stay in place until someone submitted a PUD plan <br />and at that time the property owner would have to decide whether or not to dedicate an open <br />space easement. <br /> <br /> 2. Spotorno Flat Area Density Bonus <br /> <br /> The consensus was that the same thinking as for the Greater Happy Valley area above <br />in #1 also applies to the Spotorno Flat Area. <br /> <br /> Mr. Pico said if the property owner wants 22 units instead of 16, then the owner would <br />elect to dedicate an open space easement for open space land. <br /> <br /> Ms. Michelotti asked if an open dedication of the 100 acres is the only option for the <br />Spotornos. <br /> <br /> Mr. Pico and Mayor Tarver said yes. <br /> <br /> Mr. Swift said the open space requirement for the other lots is 20 to 25 acres per unit. <br /> <br /> Ms. Ayala said number two applies to the open space easement in general, 20 to 25 acres <br />per unit. All the property owners are being treated fairly. <br /> <br /> Ms. Michelotti said the Spotornos would be required to encumber 100 acres. But they <br />are being asked to pay almost 4.6 million dollars in infrastructure. She felt the property owners <br />needed to recognize that they would still be able to farm the land. <br /> <br /> Mayor Tarver said the Spotornos would be required to encumber 16 acres per unit for <br />open space. He reiterated the City is not getting anything for the density bonus. He had no <br />desire to give any additional units for open space when it is already in the General Plan. <br /> <br /> Ms. Ayala understood A1 Spotorno was promised 102 units but because of the difference <br />in topography that number was reduced.
