system is designed is that when a school is occupied it has to be full. After the eligibility list <br />is established the design process starts. He listed the other approvals needed and time lines. <br />He felt the process would take approximately twelve months. <br /> <br /> Ms. Ayala asked how much time would be shaved off if the process was streamlined. <br /> <br /> Mr. Dunston said part of the approval process would be combined into one process. <br />During the construction phase plans would only have to be submitted once to get approval and <br />funding. He said it could reduce the time line approximately one year. <br /> <br /> Mr. Pico asked if state funding was not used how would this impact the time line. <br /> <br /> Mr. Dunston said it would eliminate the portion of developing the eligibility and the <br />process could be started earlier. <br /> <br /> Mr. Pico asked if the overcrowded schools would be required to have portables and <br />temporary facilities. <br /> <br /> Mr. Dunston said the requirement for portables is not going away, legislation is looking <br />at revising the requirement for future projects. <br /> <br /> Ms. Ayala asked if the State was aware of the problerns with class size reduction and <br />what can the City do to entice the State to look at the problem. <br /> <br /> Mr. Dunston said the Office of Public School Construction currently does not have a <br />policy that adequately addresses class size reduction and square footage in new schools. He <br />believed this was being addressed in the legislation. <br /> <br /> Ms. Ayala asked what has the Association of School Boards been doing to solve these <br />problems. <br /> <br /> Ms. Haugen said the Association is heavily involved in negotiations with legislation. The <br />Association is trying to get some relief for Districts and to make sure that City Councils and/or <br />Board of Supervisors still retain the ability to reject new development. The Association is <br />advocating for a clean bond separate from the developer fee issue. She mentioned even though <br />Pleasanton is in line for state bond funds, there are no bonds available.
