property. Parcel 18 is west of Junipero, next to some wetlands that would create problems in <br />starting construction in the spring of 1999. Parcel 16 a better alternative site, just west of <br />Pleasanton Middle School, with the cooperation of Pleasanton and San Francisco might be able <br />to open an elementary school by September 2000. <br /> <br /> Patrick Kernan said the School District feels that it needs to be in a position to open a <br />school by the year 2000. He stated that reasons why parcel 18 would not be a good site. <br /> <br /> Ms. Michelotti said the School Liaison Committee feels the way to get the site to work <br />is to solve the traffic problems. She mentioned one solution might be to stagger the starting and <br />ending times for Pleasanton Middle School and the elementary school. She said the school <br />would open before the area is developed. As the area develops there might be a need for <br />boundary adjustments. She also would like to see car-pooling and walking groups. Another <br />solution might be the use of DART buses or vanpools. <br /> <br /> Buster McCurtain mentioned everyone who is working together to pick a useable site for <br />the school. <br /> <br /> Peter MacDonald, 400 Main Street, Suite 210, said San Francisco put together some very <br />sophisticated analysis of exact biological wetlands conditions for site 18. After several meetings <br />it was determined that site 18 would not be available for a schedule that would guarantee <br />opening a school by the year 2000. The problem with site 16 is traffic and TJKM has been <br />reviewing this issue. <br /> <br /> Michael Carroll, TJKM, 4234 Hacienda Drive, presented a traffic report done for site <br />16. He felt site 16 would work for a school site. The site is a large rectangular site and gives <br />the opportunity to put in long and straight traffic aisles with ample room for loading, unloading <br />and parking. This site would allow plenty of space for vehicles to circulate throughout the site. <br />He said if the start times were stagger for both this school site and the Pleasanton Middle School <br />site then vehicles would have the opportunity to use both sites for parking, loading, unloading <br />etc. He said many issues are still being worked out with the City. He said TJKM has <br />demonstrated that this site will work and he looked forward to working with the City on this to <br />come up with a plan that ultimately will work. <br /> <br /> Dennis Dunston, Regional Vice President for HMC Architects, said the process for the <br />design and approval of schools is extremely long and complex due to the State agencies <br />involved. The normal process for designing and getting an elementary school approved is three <br />to four years. He mentioned the school bond going to legislation in November has provisions <br />to streamline the process. He mentioned some of the agencies are involved in the process. He <br />said the first step is to develop the eligibility list based on enrollment for the past four years, <br />taking a weighted average and projecting the numbers out to five or six years.
