The roll call vote was as follows:
AYES: Boardmembers - Gunson, Kernan, McGovern, and President Haugen.
NOES: None
ABSENT: Boardmember Bassett
ABSTAIN: None

Ms. Dennis asked if there was any interest in following up on Geoff Cooper's request
on having some discussion on "under what circumstances would the District ask the City to slow
the building process".

Mr. Pico said the City is somewhat bound because of the developer agreement.

Mr. Clark said the Ad-hoc Busing Committee is discussing solutions for the traffic
circulation.

Ms. Michelotti said the Liaison Committee also is discussing creative self-funding
solutions for the traffic situation.

Ms. Ayala said Mr. Coopers other requests 'were on the firearm safety program and the
police liaison.

Ms. Haugen agreed the Liaison Committee needed to discuss these issues, but you must
realize the time with teachers is limited.

Ms. McGovern said the Liaison Committee is involved in the strategic plan. One of the
strategies in the plan is how can new programs be incorporated or actually be reviewed for
school programs. A strategic workshop is being held on June 15 at the School District offices
at 6:30 p.m.

Ms. Dennis felt the firearm safety program could be discussed through the Youth Master
Plan. The Liaison Committee should discuss the issue of the police versus counseling.

Ms. McGovern said it is not police versus counseling. It is when a police officer comes
onto the school campus and wants to interview a student, what the policy is. The Penal and
Education Code must be followed. The School District is looking at the rights of parents,
students and what it can do to try and make it a good situation for everyone.

Mr. Clark said it does not matter what the policy is. He said California law allows law
enforcement to interview a student without a parent or guardian present. The law overwrites

Joint Meeting 20 06/04/98
School Board/City Council
Minutes
