site. He said staff will work with the School District in looking at the number of students versus
the number of parking spaces, how much loading spaces are available and how this compares
to the complaints received at the elementary schools.

Ms. Dennis said because of the restriction on access the whole site might be required to
accommodate the parking needs.

Mr. van Gelder said the sites available are not always the best sites to service the traffic.
He said if some of the loading spaces are moved it might infringe into some of the green area
or hard recreation area. He felt the concept laid out has some strong points. The off street
parking needs to be looked at.

Ms. Ayala asked about the traffic circle.

Mr. van Gelder said it has not been decided whether that would stay in the plan. People
were not in favor of the underpass entering into a traffic circle. He said traffic circles are not
pedestrian friendly. The concept of a traffic circle is to yield on entering and the traffic in the
circle keeps on moving. The circle would not be beneficial if vehicles had to slow down for
crossing pedestrians.

Ms. Ayala understood Junipero would be the main thoroughfare once the San Francisco
property is developed.

Mr. van Gelder said Junipero will be the main thoroughfare servicing the San Francisco
property but that portion of the roadway will be primarily residential.

Ms. Dennis asked for public testimony.

Leslie Coonan, 3624 Canelli Court, asked why the school was not located where traffic
could use Junipero.

Ms. Michelotti said it is the same situation as Bernal hitting Case Avenue after an
underpass. Junipero will do the same thing on the opposite end of the site and would not be
accessible.

Ms. Coonan asked where on the map would the road become level with the ground.

Mr. van Gelder said at the traffic circle.

There were no further speakers.

Joint Meeting 12 06/04/98
School Board/City Council
Minutes
