Brian Swift thanked the City of San Francisco for its help. Moving the school to the
other location does have other implications to the site plan. The ultimate location will be
decided by the School District. He mentioned Case Avenue will change in the future as the San
Francisco/Bernal property develops but the traffic can be made to work for either site. Site 16
is larger and will have an unusual remainder part of the parcel. City staff is looking at
relocating the underpass so that the School District extends down to the underpass and as the
underpass comes up on the other side of the railroad tracks it will form an intersection. City
staff is looking for direction from the City Council and School Board as to which parcel it
desires and to incorporate the changes in the San Francisco approval plans and to deliver a
school by the year 2000.

Mr. Pico said by moving the school site it might eliminate another potential problem in
the plan and that would be the park area on the west side could be developed into a lighted
sports park.

Mr. Swift said that is correct. The original plan had the lighted sports park closer to
Bernal, adjacent to the Pleasanton Middle School, which would not be that close to the San
Francisco residents. It is unknown what that park will include until the Parks and Recreation
Commission look at the plan. The idea of the plan is to have a significant part of the park be
a lighted sports fields.

Mr. Wolfe thanked Mr. Swift for his and Mr. van Gelder's cooperation in helping the
Parks Department meet its target.

Mr. Swift said San Francisco was also a big help.

Ms. Michelotti asked staff to clarify how the children will get to the schools.

Mr. Swift said the children going to Pleasanton Middle School would pass directly in
front of the proposed elementary school. TJKM's proposal is to have two large entrances into
the elementary school. A safety issue is the middle school children would have to pass through
these entrances at a busy time if the two schools were to start at the same time.

Mr. van Gelder thanked the School Board and administration for working so hard
throughout the City to try and resolve the elementary traffic congestion problems. The concerns
from the Traffic and Transportation Department are school safety and traffic congestion (loading,
unloading, pickup and delivery of children in a safe manner). The Traffic Department is trying
to put in as many conveniences as the community would like. He said having more than one
street access to the school would be great. He had no doubt that site 16 would meet the. needs
for a school. His concern is if there is enough space for adequate loading, unloading and
parking for all the school functions. He thought it should be looked at possibly enlarging the

Joint Meeting 11 06/04/98
School Board/City Council
Minutes
