Ms. Ayala asked why that road should be moved.

Mr. Swift said there has been a whole range of issues discussed. There is no magic
solution. Keeping Stoneridge Drive on the south side keeps the bridge further away from the
homes, and reduces the length of the bridge and therefore reduces the cost. If it goes directly
along the south side of the Arroyo Mocho it can connect directly to Jack London in a straight
line. There are many other issues that come into play depending upon which way the road goes.
The key reason why. it was selected to bend and go across the channel was the Kaiser property
was not up to grade and a road could not be established on the land. Kaiser has since brought
the property up to grade and therefore a road could now go across it. There are many options
being discussed and the City Council will have to decide which way to go.

Ms. Ayala asked if the Calthorp design guidelines for San Francisco are similar to what
was being presented here.

Mr. Swift said the house with the garage set back is probably Calthorp's preferred design
for any kind of lot. This project is very similar to what will be proposed for the San Francisco
property.

There being no further speakers, the public hearing was closed.

Mayor Tarver had a question about the CC&R's as set forth in Condition No. 15, B and
D. Are these things important to the City and if they are, why are they not conditions rather
than in the CC&R's.

Mr. Swift said the CC&R's should reflect that boats, campers, trailers are not allowed
to park on the street. He said it was up to Council whether it wanted the City to enforce D
(enforcing requirements to use garages for private parking) under Condition No. 15.

Mayor Tarver said there are requirements for the installation of the streetscape but is
there a provision that it be maintained and preserved?

Mr. Swift said yes, there is an approved landscape plan for the entire front yard area and
that landscape has to be maintained.

It was moved by Mr. Pico, seconded by Ms. Dennis, that Ordinance No. 1749, be
introduced, to be read by title only, and waiving further reading thereof, adopting staff's
recommendations with the following additional conditions: 1) amend condition No. 28 to
preserve the right-of-way of Stoneridge Drive to three years; 2) incorporate the comments
on the design review of the stucco walls to soften the impact and to provide for other
architectural media; 3) allow for an extension of the growth management for the units that
are affected by the reservation of Stoneridge Drive right-of-way; and 4) that Condition No.
15(B) related to the parking conditions be a PUD condition as well as a CC&R provision.

Pleasanton City Council 26 05/19/98
Minutes
