He would like to be under construction on this project by the end of the year, but the way the condition is written, site improvements would not start until the spring of 2001. Mayor Tarver understood that his concern with growth management is that he is prepared and wants to build the property the way it is currently allocated. Mr. Krah said that is correct. He was concerned that the units would expire and he would have to come back to Council for growth management allocation approval. Mayor Tarver shared his concern that in two years' time a decision may not be made. He would like to include the east side study plan in the process. Ms. Michelotti asked him to describe a wall in a photograph of the area. Mr. Krah said the wall is the garage wall of an adjacent unit. The intention was to break the elevation to soften the look. There are no windows on that side for privacy. The wall ends approximately 20 feet back and the roof is softened to make the courtyard friendlier. The bedrooms, computer lofts, and kitchen all look down into the courtyard. Ms. Ayala asked if the stucco wall could be seen from any of the windows. Mr. Krah said yes. Ms. Michelotti said the Belvedere project had a lot of blank walls at the end of the courtyard. A treatment was done to the walls to help soften this look. She asked if this was discussed for this project. Mr. Krah said it was not discussed specifically but there is a requirement that the homeowners association must maintain the front yards. Ms. Michelotti asked Mr. Swift if he recalled what the Belvedere project did on the side. Mr. Swift did not recall. Mr. Krah said false louvers and pot shelves could be put in so the wall would not look so blank. Ms. Michelotti would like some sort of articulation done on the walls to reduce the bare look.
