He would like to be under construction on this project by the end of <br />the year, but the way the condition is written, site improvements would not start until the spring <br />of 2001. <br /> <br /> Mayor Tarver understood that his concern with growth management is that he is prepared <br />and wants to build the property the way it is currently allocated. <br /> <br /> Mr. Krah said that is correct. He was concerned that the units would expire and he <br />would have to come back to Council for growth management allocation approval. <br /> <br /> Mayor Tarver shared his concern that in two years' time a decision may not be made. <br />He would like to include the east side study plan in the process. <br /> <br /> Ms. Michelotti asked him to describe a wall in a photograph of the area. <br /> <br /> Mr. Krah said the wall is the garage wall of an adjacent unit. The intention was to break <br />the elevation to soften the look. There are no windows on that side for privacy. The wall ends <br />approximately 20 feet back and the roof is softened to make the courtyard friendlier. The <br />bedrooms, computer lofts, and kitchen all look down into the courtyard. <br /> <br /> Ms. Ayala asked if the stucco wall could be seen from any of the windows. <br /> <br /> Mr. Krah said yes. <br /> <br /> Ms. Michelotti said the Belvedere project had a lot of blank walls at the end of the <br /> courtyard. A treatment was done to the walls to help soften this look.
