of life and other potential impacts that new growth has. That information is used by the City <br />Council in establishing the annual growth rate. The growth management ordinance that was <br />adopted in December 1997 established numerical limitations that gradually decreased the rate <br />of growth from 700 units allowed in 1998 down to 350 units per year beginning in the year <br />2004. The Council uses this information before granting any growth management to any new <br />project. <br /> <br /> Ms. Dennis asked if the issue of schools is addressed in the Growth Management report <br />or is this solely handled by the School District? <br /> <br /> Mr. Swift said the City looks at schools every year. The School District has said that <br />as long as the school fees are collected it should be able to handle the projected rate of new <br />students. <br /> <br /> Ms. Denms said issues are always raised regarding the overcrowding of schools. She <br />was wondering if, as part of the Growth Management, standards could be set regarding school <br />benchmarks independent of the School District. According to the School District the schools are <br />not overcrowded. She is not aware of the City being behind in its infrastructure and would like <br />to ease the public's perception, particularly in an area where the City has no control. <br /> <br /> Ms. Michelotti said the state mandates that schools need to be overcrowded by a certain <br />percentage before it will provide any funding. <br /> <br /> Ms. Denms said she was aware of that. The use of modulars implies that the schools are <br />overcrowded and then the public perceives there is an infrastructure problem. She wanted to <br />know if there was a way to address this. <br /> <br /> Ms. Michelotti said the School District has a list of how many schools, how many <br /> children, what schools are being planned and how soon they will be constructed. She is aware <br /> of the problem of children not being able to attend the school in their neighborhood but the City <br /> has no control over this. <br /> <br /> Ms. Ayala said this would be a good topic for the City Council/School Board joint <br /> meeting on June 4, 1998 at 7:00 p.m. She said it is an extreme problem and looked forward <br /> to discussing it at the joint meeting. <br /> <br /> Mayor Tarver said he also would like to discuss this issue at the joint meeting, as well <br /> as the school impact fees. He felt this community did not believe that the state standard is the <br /> standard that the City should have.
