Ms. Michelotti agreed. She felt there was an educational process that needed to happen <br />on what legally can be done with school impact fees and what the School District is trying to <br />do to meet state mandates. <br /> <br /> Mayor Tarver asked for comments from the public. <br /> <br /> Geoff Cooper, 7534 Flagstone Drive, said the Planning Commission had some interest <br />in the Growth Management Program. The Commission would have liked the oppommity to <br />comment on this before it became an ordinance. The Planning Commission is aware of the <br />nature of the ordinance and the agreement that was reached. The Planning Commission had <br />concerns in the speed at which things are proceeding. He said schools are one of the areas <br />where the infrastructure has not caught up with the needs of the public. He did not like <br />temporary buildings being used to house students. If there is not room for students then perhaps <br />the number of new developments should be limited or delayed. He felt people were willing to <br />accept any situation if it does not happen too fast. His personal opinion is that the rate of <br />growth is too high. The Planning Commission proposed an ordinance that limited growth to 350 <br />units per year, but legal counsel advised against the ordinance. All in all the ordinance was <br />good. He would like the growth to slow down enough so the infrastructure can catch up. <br /> <br /> Ms. Michelotti asked Mr. Cooper, in the time he served on the Planning Commission <br />how many times did he review the growth management report? <br /> <br /> Mr. Cooper said he reviewed the report each year for four years. He said it was a basic <br />report on the infrastructure. <br /> <br /> Ms. Michelotti said on every development one of the conditions of approval is that school <br /> fees must be paid. <br /> <br /> Mr. Cooper said the school impact fees have to translate into classrooms and this takes <br /> time. If the development happens too fast, the fees are not useful until the schools are built. <br /> Therefore it would be beneficial to have a slower growth rate. <br /> <br /> Ms. Michelotti said the report shows the projections and how it plays out in the future <br /> based on figures that the City has given the School District. <br /> <br /> Mr. Cooper said the higher number could be accommodated but not as well by <br /> infrastructure.
