Mayor Tarver requested that a condition be added that notifies people that a Fair operates <br />across the street. <br /> <br /> Mr. Swift said Condition No. 7 can be expanded to explain that situation. <br /> <br /> Carol Varela, 3858 Mohr Avenue, had a concern with soundwalls being built in the City. <br />She asked if there had been a change in the design of the soundwalls that are different from the <br />soundwalls on Stoneridge Drive or Valley Avenue or the one that is approved for Mohr Avenue. <br />She said the design of the wall should be very important. The existing soundwalls are not <br />adequate enough. The sound of the traffic bounces off the walls and moves upward. This is <br />a problem with two story homes. She felt the present residents should be taken into <br />consideration when a soundwall is going to be installed. <br /> <br /> Ms. Michelotti said the soundwall is going on the Fairgrounds side of the street. <br /> <br /> Mr. Swift said the intention is not to protect anyone from noise. Rather, the intent is to <br />screen the Fairgrounds from the residents. <br /> <br /> There being no further speakers, the public hearing was closed. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Michelotti, that Ordinance No. <br /> 1748 be introduced, to be read by title only and waiving further reading thereof, approving <br /> the application of Trumark Commercial for PUD plan approval as filed under Case <br /> PUD-97-22, with a new condition that people be notified of the possibility of problems in <br /> parking during the Fair operations. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver. <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 6c <br /> Review of Planning Commission's recommendations pertaining to Growth Management. <br /> (SR98:112) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Ms. Michelotti asked what the growth management report is supposed to do as to <br /> assessing infrastructure. <br /> <br /> Mr. Swift said as part of the City's General Plan the City annually addresses its ability <br /> to provide services and infrastructure to new development.
