Mr. Swift said the Fair Board has said it wanted a soundwall, but the City Council <br />decided it did not want a soundwall. This is a negotiation in conjunction with the extension of <br />the water and sewer lines across Rose Avenue. The primary concern of the Fair Board is that <br />they do not want people that live in the neighborhood complaining about the operations and <br />activities that occur within the Fairgrounds. <br /> <br /> Mayor Tarver said he would like to trade the soundwall for the extension of Rose Avenue <br />to Valley Avenue, to complete what's in the General Plan. <br /> <br /> Ms. Acosta said the Fair Board does not have its property entirely planned. It may be <br />that the extension of Rose Avenue to Valley Avenue makes sense. <br /> <br /> Ms. Michelotti said during the time the General Plan process was going on it was decided <br />any future planning would include a connector between Pleasanton Avenue and Valley Avenue. <br /> <br /> Mr. Swift said the most recem discussions have been in terms of the Fairgrounds <br />Strategic Plan and its upcoming master plan. <br /> <br /> Ms. Dennis asked how the connection of Rose Avenue to Valley Avenue would impact <br />the neighborhood? <br /> <br /> Mr. Swift said it is a good design. The intention is not to have Rose Avenue carry <br /> 10,000 EDT. <br /> <br /> Ms. Michelotti said the Rose Avenue extension was discussed during the General Plan <br /> process. It was the means of getting the infrastructure built across to Valley Avenue. The <br /> desire of the residents in the area was to cut back on the density. She felt 10,000 cars a day <br /> would not be accepted by the residents. <br /> <br /> Mayor Tarver said if Council keeps pursuing the process it has started, which is <br /> approving whatever from a transportation perspective, and Rose Avenue is connected with higher <br /> densities, the residents will probably complain. He would like the Council to make a decision <br /> about whether or not Rose Avenue should be connected and then make a decision on the <br /> development. <br /> <br /> Ms. Michelotti said the General Plan was changed to lower density in this area. <br /> <br /> Mayor Tarver agreed but pointed out that the Rose Avenue extension had not been <br /> removed from the General Plan. If the Rose Avenue extension is in the General Plan, it should <br /> be built. <br /> <br /> Ms. Michelotti said the discussion she had with Braddock and Logan is that the <br /> connection would be an emergency access. <br /> <br /> Pleasanton City Council 12 05/19/98 <br /> Minutes <br /> <br /> <br />
