Ms. Michelotti said the original design showed a house on a southward lot not having
as large of setback as the design has now. She hoped the siting of the houses would come out
in a positive fashion.

Mayor Tarver proposed that the development be consistent with the Foothill Ove~ay
District so Foothill Road might be developed the right way.

Ms. Ayala asked Mayor Tarver to explain how he would like the six houses sited.

Mayor Tarver said he would put the entire thing into a study area to decide how to
develop the entire remaining property; where the access would be; how the improvements would
be made and how it would all work together. He wanted to see what the community wanted
regarding the improvements to Foothill Road and the remaining property to be developed.

Ms. Ayala asked if doing a western study would pit neighbors against neighbors.

Mayor Tarver said the residents do not want development on the west side of Foothill
Road and would like to limit the traffic and access on Foothill Road.

Ms. Dennis said the residents were notified and no one has shown up against the project.

Ms. Ayala supported the new plan. She felt it was better than the old plan.

Mayor Tarver felt the plan should conform with the Foothill Overlay District.

Ms. Ayala said it does conform with the Foothill Overlay District except for one house
fronting Foothill with a minimum setback. The landscaping and architectural detail that is
required will help to hide the houses.

Mr. Swift said there are number of other smaller issues with the Foothill Overlay District
that the project does not conform to, such as one lot is smaller than the 30,000 sq.ft. minimum.
The basic intent of the Overlay District, however, has been met by the plan and there will be
landscaping applied to the slope bank of Foothill Road. Therefore the houses should not be
visible from Foothill Road.

It was moved by Ms. Michelotti, and seconded by Ms. Dennis, to adopt Resolution
No. 98-68, approving the negative declaration for PUD-98-01, Equus Heights - Dong Yu
Real Estate Development.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, and Michelotti.
NOES: Mayor Tarver
ABSENT: None
ABSTAIN: Councilmember Pico

Pleasanton City Council 10 05/19/98
Minutes
