the annexation of the Ridgelands. She supported the General Plan and the Steering Committee's
efforts, but she is trying to honor her commitments to the people who supported her ideas.

Mayor Tarver remembered when the Staples Ranch Specific Plan was approved in 1989
there were long public hearings and compromises that were made. He has not heard from many
of the people that were involved in that process.

Ms. Michelotti asked if Mayor Tarver supported the affordable housing, the lighted
sports park and completion of the infrastructure.

Mayor Tarver felt the majority of the Council had already made up its mind regarding
the extension of Stoneridge Drive and what it would support when the study is completed. The
issues he wanted in the study were all the ones the community brought up.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti.
NOES: Mayor Tarver
ABSENT: Councilmember Pico
ABSTAIN: None

It was moved by Mayor Tarver, and seconded by Ms. Ayala, that the scope of the
study would include the airport noise, traffic circulation, schools, open space, the Arroyo,
land use, and growth management.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Micbelotti, and Mayor Tarver.
NOES: None
ABSENT: Councilmember Pico
ABSTAIN: None

Ms. Dennis felt choosing a committee would be a hard task. It is hard to make all the
people happy. She mentioned communications she had received that suggested people with a
financial interest should be excluded. She did not agree with that. As an advocate for the
people's interests she has always been involved in processes that have been more inclusive. She
had a difficult time with excluding people from the process.

Ms. Michelotti said she could go either way depending upon the desire of the Council.
She is the most familiar with an open process where the people go through a selection process.
She felt the people who would be directly impacted should be on the committee.

Ms. Ayala suggested that the Council be the committee and hold community workshops
to receive public input, making sure the whole community is represented. Subcommittees could
be assigned to study the different areas and issues.

Pleasanton City Council 24 05~05/98
Minutes
