Ms. Michelotti described Valley Avenue as being a four lane arterial, with soundwalls <br />on either side, located in a residential area, which rum past a school and a park area and circles <br />the City. The residents along Valley Avenue would have liked development to have stopped at <br />Molar. She said Stoneridge Drive has been in the General Plan since 1989 and will be a <br />completion of a major piece of infrastructure. She spoke about the General Plan and the how <br />the Specific Plan and the Stoneridge Drive extension work together for the buildout of <br />Pleasanton. The traffic issues relating to Staples Ranch came before Council a year ago and <br />$100,000 was spent on traffic studies. She felt studying E1 Charro was appropriate but not the <br />Busch property. She said she represents the people in Pleasanton who use Valley Avenue and <br />Santa Rita and who in the future will use the extension as an arterial to get to Livermore. She <br />agreed that there are ways to improve Kamp Drive, the safety of children, airport noise, and all <br />the issues brought forth. A Specific Plan has already been adopted for Staples Ranch and she <br />did not want to lose the amenities that went with it. She agreed that Staples Ranch should be <br />excluded, but include the traffic circulation. She felt the reasoning for studying the Busch <br />property was to fred another exit, possibly through the Kaiser property. But Kaiser has said that <br />property will be a lake some time in the future. <br /> <br /> Ms. Dennis said her concern with Staples Ranch has been the cut-through traffic that <br />might happen with the connection of Stoneridge Drive to El ChatTo. She said the studies and <br />the traffic model that were done helped to verify the traffic volumes and helped to answer her <br />question about whether Stoneridge Drive was designed to accommodate the increase in traffic <br />flow. She questioned the land use and what it is the community wanted. She said the extension <br />of Stoneridge Drive has always been in the plan. She was interested in looking at the <br />improvements to E1 Charro because it will affect all the land around it. She agreed it would be <br />okay to leave Staples Ranch out of the study. She also did not want to undo what had already <br />been approved and the new plan has to fit with the circulation that is already proposed. The <br />Stoneridge Drive extension is needed for the residents that use Valley Avenue today to get to <br />Livermore. She spoke to the DeSilva Group about mitigating the pedestrian traffic traveling to <br />the sports park. She supported the Planning Commission's recommendation. <br /> <br /> It was moved by Ms. Ayala, and seconded by Ms. Michelotti, approving the <br /> Planning Commission's recommendation of Option 4 as the area to be studied. <br /> <br /> Mayor Tarver felt a considerable amount of time could have been saved if the Council <br /> had had this discussion and made these decisions during the Ponderosa referendum process. He <br /> felt this whole discussion tonight gave very little credence in terms of what the community has <br /> asked for. He understood the majority of the Council wanted to study the BuschIPonderosa <br /> property. He did not agree with this because he felt too much was being left out. <br /> <br /> Ms. Dennis said as a slow growth person her views have always been to preserve the <br /> environment around the City of Pleasanton. She recognized very early in her involvement that <br /> areas within the City limits and within our sphere of influence are designated for urbanization <br /> and fall under a completely different set of issues.
