Ms. Michelotti asked if the scope would include E1 Charro coming southward and <br />connecting to Stanley Boulevard and the extension of Jack London. <br /> <br /> Ms. Dennis said yes, the connection to Jack London would probably happen at the same <br />time. <br /> <br /> Ms. Ayala said it made more sense to talk about what area to study first before deciding <br />on what issues to study. She asked if the consensus was to leave the Mohr/Martin area out of <br />the study. <br /> <br /> The consensus was yes. <br /> <br /> Ms. Ayala said she spent three and one-half years on the General Plan Committee and <br />remembered studying all the issues. She was comfortable in leaving Staples Ranch out of the <br />study. Staples Ranch already is covered by a Specific Plan and if something needed to be <br />changed it could be done through the Specific Plan. She said a circulation study has already <br />been done for the entire area and did not see the need for another one. She recommended <br />Option Four as the area to study. <br /> <br /> Mayor Tarver believed the community wanted the study to include traffic circulation, <br />schools, the Arroyo, airport noise, open space, growth management and land use. It was in <br />everyone's best interest to study all the issues one more time. If Staples Ranch is excluded, <br />there is a good chance it will be developed or underway when the study is completed. He said <br />the people who have worked on this in the past have studied all the issues. The reason why <br />there was not a consensus is because there was not a fair representation from all the <br />communities. He would like a broader representation from the community to look at what <br />should happen, what's reasonable, and what's logical. He felt everyone involved direcfiy or <br />indirecfiy should be able to speak to the committee about their concerns and then have the <br />committee make recommendations. <br /> <br /> Ms. Ayala asked him to explain the difference in the makeup of the committee he just <br />described versus the General Plan Steering Committee. <br /> <br /> Mayor Tarver believed there was not an awareness on the part of the people that would <br />be the most affected by the east side development during the General Plan review process. <br /> <br /> Ms. Ayala said the very first thing the Steering Committee did was to set up workshops <br /> and meetings for every neighborhood in the City. Months were spent on these meetings. While <br /> on this committee she felt that the community did not want any more houses built.
