Ms. Michelotti asked if the Stoneridge Drive extension would go over the Arroyo and
connect to E1 Charro and if this plan had been in place since 1989.

Mr. Swift said yes.

Ms. Michelotti asked if prior to 1989 was there a plan for second parallel arterials along
1-580 and 1-680.

Mr. Swift said when the Hacienda Business Park was being approved in the early 1980's
the issue of West Las Positas extending to Livermore came up. Rather than have West Las
Positas be the arterial street continuing to Livermore, the General Plan was changed to indicate
that Stoneridge Drive would be extended along with the parallel freeway routes. Them were
plans to construct a new interchange at Hacienda and improve other interchanges. If
interchanges are built or improved within one mile of each other federal law provides there must
be parallel arterial streets. Stoneridge Drive is the parallel street to the south and Dublin
Boulevard is the parallel street to the north.

Ms. Michelotti asked if the location of Stoneridge Drive crossing the Arroyo had
changed.

Mr. Swift replied, slightly. He believed the official crossing was not designed until the
Specific Plan was adopted. The Plan has not been changed to date. The proposed modification
to the Specific Plan is to make the park bigger and change some of the land uses.

Mayor Tarver said he would like the committee to review and hopefully come to an
agreement on: airport impacts; traffic circulation; schools; parks; open space; the Arroyo; and
growth management.

Ms. Michelotti asked if he was addressing the land use issue in the scope of study.

Mayor Tarver agreed that the land use is a fundamental piece of the equation.

Ms. Dennis wanted to include circulation.

Mayor Tarver said obviously there was concern about the extension of Stoneridge Drive.

Ms. Dennis was interested in having the committee look at the Stoneridge Drive/El
Charro connection and how soon it could happen and what the ultimate circulation program
would look like. The connection has always been in the Plan, but now is the opportunity to
really look at what the circulation pattern might be ultimately and how it would affect future
decisions.

Pleasanton City Council 21 05/05/98
Minutes
