Mr. Swift said the original discussion of the Council was to do an East Side Study. The <br />boundary extends to the Arroyo Mocho and all of the land beyond the Arroyo Mocho that is in <br />the planning area is shown as the chain of lakes or undevelopable. Instead of drawing a <br />boundary on the west side and leaving the east side, the boundary was drawn down the Arroyo <br />Mocho. It includes some of the future chain of lakes, part of the quarry, and the sand and <br />gravel processing plant. No matter which option is included in the study, the first land option <br />the committee will look at is the chain of lakes plan and the land use already designated. The <br />committee will then focus on the developable land which is the Kaiser land, just immediately <br />to the east, the Busch property, the Kiewit property, and Staples Ranch, if it is included. <br /> <br /> Ms. Michelotti asked where in the Kaiser area is there land rather than lake. <br /> <br /> Mr. Swift said there are two areas that are reclaimed lands. One is south of the Arroyo <br />Mocho and is separated from the Kaiser property by a lake dedicated to Zone 7 and the other <br />area is approximately 100 acres immediately to the east of the Busch property. <br /> <br /> Mayor Tarver believed the major areas impacted by the study would be the Staples Ranch <br />and the Mohr/Martin area. <br /> <br /> Mr. Swift agreed. He explained Option 3 and Option 4 excluded those areas. <br /> <br /> Ms. Dennis asked staff to explain the process regarding airport noise. <br /> <br /> Ms. Acosta said several years ago the City did a review regarding what could be done <br />to reduce the noise around the airport. The airport is trying a number of things to reduce noise. <br />The airport is encouraging the pilots not to fly over noise sensitive areas. In order to enforce <br />any restrictions the airport would have to do an FAA 150 study. The City of Pleasanton and <br />the City of Livermore discussed doing this jointly but were told there was no funding available <br />and that the FAA was not going to be initiating any new studies. There was discussion that <br />Pleasanton and Livermore would do an independent study, but it would not have the same <br />impact, so nothing has been done. <br /> <br /> Ms. Dennis asked if there could be better documentation of the complaints. <br /> <br /> Ms. Acosta encouraged people to report to either city when they are concerned, so it can <br />be documented and used at a later date when a study is done. She has had a number of <br />conversations with the management staff at Livemore about the airport noise. <br /> <br /> Ms. Dennis asked if Hopyard Road had six lanes. <br /> <br /> Mr. Swift said yes and that Santa Rita north of Valley also had six lanes. <br /> <br /> Pleasanton City Council 20 05/05/98 <br /> Minutes <br /> <br /> <br />
