maps show lakes. There will be a chain of lakes dedicated to Zone 7. In looking at what should
be included in this report he felt there was some confusion regarding the area to be studied. He
understood that the Busch property, the Kaiser property immediately to the east and the Kiewit
property to the south would be included in the study. His concern is with the areas on the map
that have no names that are supposed to be included in the study. He said figuring out all the
areas will be a complicated process for any committee. He also felt the properties south of
Busch and southwest of Valley should be included. He said Kaiser Sand & Gravel would like
to have a part in the decision making.

Ms. Michelotti asked for him to show on the map the areas he was discussing.

Mr. Speir showed the four parcels on the map part of which were designated as Lake I,
the largest parcel to the right and an unlabeled parcel immediately to the east of Busch. He said
from Kaiser's perspective there is no need for a study. But if the City decided to go forward
he requested that the study focus on the parcels that the Planning Commission recommended.

Ms. Michelotti asked if the parcel south of the Kaiser property was planned as a lake in
the future.

Mr. Speir said the area is designated for mining sometime in the future.

Peter Cohen, 1602 Martin Avenue, said the General Plan Steering Committee looked at
the Busch property in 1995. He said none of the people on this committee had to live with the
outcome and therefore not enough time was dedicated to work on the plan. He asked that if
Council decided to go forward with a new study to please have people on the committee that
would be directly impacted by the outcome. He also thought that the Planning Commission had
recommended against studying the Kaiser property. He said the General Plan will be reviewed
in 2006 and 2016. He felt the Kaiser property would not be developed before 2006; therefore
it should not be included in the study.

Carole Varela, 3855 Mohr Avenue, supported the east side study. She wanted the study
to include Staples Ranch, the Kaiser property, and the Busch property. She disagreed with Mr.
Cohen regarding the Steering Committee. There were representatives from everywhere who
were concerned about the development in Pleasanton. She mentioned last week she dropped off
notices to neighbors, particularly in the Staples Ranch area. She felt she represented the
majority of the homeowners that are in the Charter Oaks, Rose Park, Mohr Park, Mohr/Martin
and the Kolln neighborhood. She said there are many residents that are concerned about this
study and the residents who live in the Staples Ranch area are new home owners and are not
aware of the process that is taking place. She indicated she had 486 signatures on a petition
supporting the study. The majority of the signatures come from the homes on the north side of
Stoneridge, which included the homes in Stonypointe, Belvedere, Staples Ranch, Vermont and
also the new homes just south of Stoneridge. She explained the process she used for delivering
the requests and gathering the signatures. She said she did not find one person that supported

Pleasanton City Council 18 05/05/98
Minutes
