decided there were some issues that needed to be dealt with in regards to traffic and directed
staff to conduct traffic studies before preparing an ardenrum to the supplemental EIR on the
Staples Ranch project. The Staples Ranch project will complete the Stoneridge Drive Specific
Plan improvements and obligations. He mentioned the value of the infrastructures that this
project was providing the City is approximately $24 million. The value of a lighted sports park
is about $10.8 million. Also this project would complete Stoneridge Drive, which is a key pan
of the circulation element of the General Plan. He respectfully requested: 1) that the Staples
Ranch and the Stoneridge Drive Specific Plan be excluded from the east side study; 2) allow for
the proposed amendment to return to the Planning Commission and Council for consideration;
and, 3) that the addendum to the supplemental EIR be prepared concerning the necessary traffic
studies.

Marsha Brechtold, 4908 Blackbird Way, said presently in Pleasanton there are over 4900
children involved in baseball and 5100 involved in soccer and there are only 24 fields that
facilitate these two sports. She said by the year 2005 there will be over 20,000 children in
Pleasanton that will be looking for something to do that does not cost anything. She felt a park
was not too much to ask. She felt Council should take advantage of the opportunity to provide
a sports park for the children. She understood the City must continue to grow. She just wanted
to provide the practice area for the children that were representing the City of Pleasanton and
State of California in championships. She said the School Board and the City of Pleasanton need
to work together to find a better way.

Pati Freitas, 3037 Staples Ranch Drive, encouraged the Council to include the Staples
Ranch in the scope of the proposed specific plan for the east side of Pleasanton. She was
disappointed that there has been minimal citizen input through this process and felt the proposals
needed to be reviewed by the new Planning Commissioners.

Patricia Vanlooy, 3404 Vermont Place, said her yard backs up to the Arroyo that would
be affected if Stoneridge Drive is extended. She objected to all of the changes that have
happened in the past ten years. She felt her area should be included in the east side study plan
because the extension of Stoneridge Drive will greatly impact her quality of life. She already
has a considerable amount of noise from the Livermore airport. She wanted some assurance that
the noise decibels would not be higher than what they are now. She did not want to subject
children to high noise levels if a sports park is established.

Greg Sousa, 3200 Busch Road, said he was in favor of doing an east side plan. He
represents Kiewit Pacific Company which is one of the major property owners of the land that
is being discussed. He felt the whole plan should be reviewed together.

George Speir, 1331 N. California Boulevard, 5th Floor, Walnut Creek, representing
Kaiser Sand and Gravel, said the company has been in the mining business for many years and
plans on remaining in the business for many years to come. The Kaiser Sand and Gravel
properties are prominently mentioned in the plans that are being proposed although many of the

Pleasanton City Council 17 05/05/98
Minutes
