Mayor Tarver said the Council that approved the Stoneridge Specific Plan is gone. He <br />recalled there was support for a four lane road with a berm, but that Council wanted to leave <br />some flexibility for future Councilmembers and therefore included the six lane proposal. <br /> <br /> Mr. Belecky felt the traffic volumes would increase and a six lane road would be needed. <br />He wanted the Staples Ranch development included in the study and asked that no new <br />development be approved until the study is done. <br /> <br /> David Gonsalves, 2215 Martin Avenue, said the Trenery/Martin area is zoned for low <br />density and did not need to be included in the study. He said when the Stoneridge Drive <br />Specific Plan was done the land was mostly vacant. The City Council put a limit on the number <br />of units to be developed with a certain number of acreage for parks. If the community is <br />demanding more open space, there has to be a trade off with higher density homes. He <br />summarized that he would like the Trenery/Martin area excluded from the study, the Staples <br />Ranch area included in the study and to work with the City of Livermore to stop the airport <br />from expanding. <br /> <br /> Mayor Tarver calculated that discussion of this item and Item 4q would take the meeting <br />past 12:00 a.m. He requested that Item 6d, Mt. Diablo National Bank, Item 6c, PUD-97-22, <br />Trumark Commercial, and Item 6f, review of the Planning Commission's recommendations <br />pertaining to Growth Management, be continued until the May 19 meeting. <br /> <br /> Ms. Ayala asked if there was a time constraint for the Mt. Diablo National Bank <br />application. <br /> <br /> Mr. Swift said no. <br /> <br /> Ms. Ayala asked those who were here for the Mt. Diablo National Bank if they wanted <br />the item continued. <br /> <br /> There was concurrence from the audience to hear the item tonight if possible. <br /> <br /> Mayor Tarver stated that Item 6c, PUD-97-22, Tramark Commercial and Item 6f, review <br /> of the Planning Commission's recommendations pertaining to Growth Management, would be <br /> continued to the May 19 meeting. He said he would try and hear Item 6d, the application of <br /> the Mr. Diablo National Bank. <br /> <br /> Bob Silva, 3766 Oak Brook Court, said he was here this evening on behalf of the DeSilva <br /> Group, Alameda County, and Kaufman & Broad Southbay. In 1996 Alameda County and <br /> Kaufman & Broad filed an application for an amendment to the Stoneridge Specific Plan <br /> concerning the Staples Ranch. The proposal for that project was for a residential housing mix, <br /> a 33 acre lighted sports park, and a commercial office park. That project was approved by the <br /> Planning Commission in February 1997 and came before Council in May 1997.
