Mr. Van Gelder said Stoneridge is listed in the General Plan as a major thoroughfare.

Ms. Ayala asked staff to address some of Mr. Pretzel's concerns.

Mr. Van Gelder said the 1-580/Hopyard interchange at the present moment did not have
considerable cut-through traffic but would probably be an alternative in the future. A report was
not done on this area purely because of cost. The model was done to project the time and delays
and diversions accurately on a system of routes. Projections are shown for Bemal even though
videos were not done of the area. The Traffic Department will continue to look at this route to
assure that cut-through projections are done. The report concluded that if a vehicle is on the
freeway at Stoneridge it would be quicker to use Stoneridge to Santa Rita, rather than stay on
Hopyard to the freeway. Most of the delays initiate at Santa Rita.

There were no further speakers.

It was moved by Ms. Ayala, seconded by Ms. Michelotti, to accept the amended
Arterial Cut-through Traffic Study dated March 1998; direct staff to include cut-through
traffic projections as part of the 1998 Baseline Traffic Report; and direct staff to develop
recommendations regarding mitigating measures for cut-through traffic, in particular, the
option of ramp metering.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver.
NOES: None
ABSENT: None
ABSTAIN: None

Mayor Tarver reiterated his desire to have discussions about signal timing as an option
as well.

Item 6b
PUD-97-21, Mike and Susan Frost
Application for Planned Unit Development approval for three approximately one-acre
parcels located at 990 Sycamore Road. Zoning for the property is PUD (Planned Unit
Development) - A (Agricultural) District.

Brian Swirl presented the staff report.

Ms. Ayala asked if the City would be setting a precedent by agreeing with what the
Planning Commission recommended for other properties in that area.

Pleasanton City Council 4/7/98
Minutes
