Mayor Tarver said the regional agencies have one goal, to move traffic the most efficient <br />way possible on a regional basis. He has heard the agencies discussing "HOV lanes". He felt <br />this was counter to HOV lanes. He said even though Caltrans and MTC have both stated they <br />would not implement ramp metering without the City's consent, both have invested considerable <br />money and would eventually implement ramp metering. He said their goal is to move as many <br />cars as quickly as possible on the freeways. He is not interested in moving a lot of cars quickly <br />on the freeway from San Joaquin County to Santa Clara County. He felt a solution to the cut- <br />through traffic is to install signalization throughout the City to detour cars from cutting through. <br /> <br /> Ms. Michelotti wondered if signalization would be beneficial or just frustrating to the <br />residents who were just trying to get home. She said there are citizens that commute from <br />Pleasanton to the Silicon Valley and not all are coming from San Joaquin County. If HOV/HOT <br />lanes would balance the traffic out, it would be a good alternative. <br /> <br /> Ms. Ayala asked for a report to come back to Council regarding ramp metering. <br /> <br /> Mayor Tarver wanted staff to bring back other alternatives as well. <br /> <br /> Mr. van Gelder hoped to have a workshop sometime in May to discuss the ramp metering <br />and other alternatives. <br /> <br /> Ms. Dennis believed people know exactly what streets are congested during peak hours <br />and try to avoid them. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Carl Pretzel, 3633 Glacier Court, said no data had been given for the Hopyard/I-580 <br />interchange. There are people that take Hopyard at 1-580 rather than Santa Rita because Santa <br />Rita is backed up. Also no data was taken at the Bernal/I-680 interchange which is identified <br />as one of the cut-through traffic routes. He said the staff report is misleading. The report <br />described the effect the West Las Positas interchange might have (if built) on certain roads in <br />Pleasanton. He believed some of those streets would have the cut-through traffic with or without <br />the interchange. He felt the data in the report was good with just a few loopholes that needed <br />to be fixed. <br /> <br /> Judy Symcox, 1450 Groth Circle, wanted to remind Council that Valley Avenue is the <br />only eastbound connection cut-through to the Hacienda Business Park. The report listed <br />Stoneridge as the east/west connection and she would like that plan to be followed. Most of the <br />local traffic is on Stanley Boulevard turning onto Valley Avenue to get to the Hacienda Business <br />Park. <br /> <br />Pleasanton City Council 4/7/98 <br />Minutes <br /> <br /> <br />
