6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Analysis of arterial cut-through traffic. (SR98:58)

Mayor Tarver said the report verified that the original analysis is close to what exists.
He would like to look at the 1997 traffic volumes and compare this data against the data in the
staff report.

Bill van Gelder said the staff report contained a bar graph that showed the number of cut-
throughs along side the total traffic during peak times. In regards to the cut-through routes
themselves there is another bar graph that showed the percentages against the total volumes. He
said he would provide the backup data for Council's review.

Mayor Tarver asked if there was any way to compare this projection with previous
projections to determine what areas needed to be worked on.

Mr. van Gelder understood what the Mayor was looking for and he would have liked the
model to be that accurate. He said the model is based upon existing traffic with a projection of
five years in the future and assumptions that different projects would be built. He said seldom
does the land use actually get developed the same way it is projected in the model.

Mayor Tarver asked if the numbers could be factored out for the projects that did not get
built? He would like to see if the projection for 1993 plus five years were actually the proposed
numbers for 1998.

Ms. Michelotti said the numbers in the first study done were validated by the second
study.

Mr. van Gelder felt confident the Pleasanton traffic model was accurate in its projection.

Ms. Michelotti had a question regarding staff's third recommendation "the option of ramp
metering ". She said she was not in favor of ramp metering. She did not want to impose ramp
metering prematurely and there were two speakers at the last meeting that opposed ramp
metering.

Mr. van Gelder said staff's recommendation is to consider, analyze, and determine if
ramp metering would fit into any proposals for the City. He said the regional agencies will be
pursuing ramp metering and for that reason it was included in the report.

Pleasanton City Council 4/7/98
Minutes

7
