This would allow staff to confer with the School District on how to better monitor these <br />events in the future. <br /> <br /> Mayor Tarver suggested that the calls to the Police Department regarding illegal parking <br />be investigated to ensure the validity of the situation. <br /> <br /> Bobbi Troia, 6820 Inglewood Court, expressed concerns about the expansion of the <br />DSRSD treatment facility. She explained the changes that DSRSD was implementing. She said <br />the community around this plant wanted DSRSD to mitigate the odors as much as possible. She <br />explained that DSRSD during the summer places a putrid smelling substance onto the property <br />for open air drying. The committee she is on would like DSRSD to include odor mitigating <br />factors in its new expansion. She announced Thursday, April 9 at 7:30 p.m. would be a <br />neighborhood meeting in DSRSD's training room and then on Tuesday, April 21 at 7:30 p.m. <br />a public hearing would be held. She said this affects the whole city and asked for support in <br />attending these meetings. <br /> <br /> Ms. Acosta said this issue could be added to the agenda for the Liaison Committee <br />meeting between the City and DSRSD, set for Wednesday, April 22. <br /> <br /> Mr. Lum said staff has been tracking this and had also expressed the same concern to <br />DSRSD. Staff indicated the proposed mitigated negative declaration may be inadequate in <br />addressing odors. He said staff would be attending the neighborhood meeting in support of the <br />neighbors. <br /> <br /> Ms. Ayala encouraged people to attend these meetings. Agencies seem to respond better <br />when a considerable number of people voice their opinions. <br /> <br /> Robert Cordtz, 262 West Angela, felt there needed to be some guidance in regards to the <br />sovereignty issues regarding the Fairgrounds and the enforcement of regulations. He wanted to <br />know if sovereignty was defined in the Government Code and if the City could do anything <br />about the Fairgrounds activities? <br /> <br /> Ms. Acosta said the land use agreement with the Alameda County regulating the <br />Fairgrounds stated that either the City or the County could take the responsibility.
