Nelson Dillingham Construction for construction of a Nuclear Ignition Facility (NIF).

Mayor Tarver congratulated Dillingham Construction for being awarded the contract and
looked forward to the NIF project.

Ms. Micheloui supported the NIF project and said Dillingham Construction is a good
business parmer with the City of Pleasanton. This is a wonderful asset to all the communities.

Joseph Cunningham, 3599 Carlsbad Court, expressed his concern with the potential
flooding in the Valley Trails area. He asked if a pump system could be purchased to help pump
out the water during flooding.

Ms. Ayala appreciated the time Mr. Cunningham has spent attending the Zone 7 meetings
and being on the Valley Trails Homeowners Committee.

Mr. Pico said there are pumps available and an emergency system is in place to
accommodate Valley Trails in the future. He asked staff to comment on the emergency system.

Randall Lum said pan of the contingency plan is to bring pumps to Valley Trails and
pump the water back into the Arroyo should the gates be closed and the water start to rise.
With respect to the proposal for the new Bernal Bridge, Zone 7 has indicated that there will be
sufficient flexibility in the design of the new bridge and in regards to the existing bridge. Staff
is waiting to review the outcome of a study done on how constricted the channel might be.

Mr. Cunningham was familiar with the study being done. He said the plan is a good
plan and felt it would be adopted by Zone 7. Part of the plan is to have holding lakes in the
Arroyo Las Positas area.

Ms. Michelotti said the City is working with the Alameda County and the City of San
Francisco regarding the abutments on the bridge.

Lorelei Tolvtvar, 1993 Greenwood Road, expressed concerns regarding traffic and
parking during major events held at Harvest Park Middle School. She said there was an event
at Harvest Park Middle School in March 1997 at which time the streets were severely impacted.
She placed a complaint with the Pleasanton Police Department which received no response. On
April 4, 1998 there was another event and by 10:00 a.m. there was no parking available in the
area. She felt the cars attending a school event should have to park on school property and not
on the residential streets surrounding the school. She suggested opening the driveway at Valley
Avenue; allowing parking in the staff's parking lot; adding additional parking; and installing a
traffic light at Northway and Valley Avenue. She felt activities should not be allowed at the
Harvest Park School until something could be done about the parking issue. She also expressed

Pleasanton City Council 4/7/98
Minutes

5
