The meeting reconvened at 10:52 p.m.

Item 6e
Second Quarter 1997-1998 Financial Report and Midyear Review. (SR98:63)

Sue Rossi presented the staff report.

Ms. Michelotti did not understand why under "general fund expenditures adjustments"
there were funds allocated for a special election for the firearms ordinance.

Ms. Acosta said it is an extra election for the City and funds needed to allocated.

Mayor Tarver asked if the San Francisco/Bernal study and legal assistance costs were
reimbursable expenses?

Ms. Acosta Said share costs are being included in what San Francisco has agreed to
reimburse Pleasanton.

Mayor Tarver commented that even if the draft fee study is adopted as presented, it will
be $63 million short. These funds would need to be found somewhere else. He was not quite
sure he had all the information.

Ms. Michelotti asked if the $63 million was the pro rata share of the residents?

Ms. Acosta said the $63 million is from existing sources of revenue.

Ms. Ayala asked why it took so long to receive information regarding sales taxes?

Ms. Rossi said the payments are not due until the quarter afterwards, so the Christmas
quarter payments were not due to the State until February and then there are a few weeks before
the City gets a number. After the City gets a figure, a few more weeks pass before the details
arrive on what comprise the numbers. Then an analysis can be done.

Mr. Pico commended the employees of the City of Pleasanton for their excellent work
and keeping the City within budget and continuing to provide the City with budget surpluses and
maintaining the level of service that the community has come to expect.

Pleasanton City Council 4/7/98
Minutes

25
