It was moved by Mr. Pico, seconded by Ms. Dennis, to adopt Resolution No. 98-34, <br />approving the 1997-98 Midyear Financial Report. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver. <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6f <br />Negotiations for the Franchise Agreement Renewal with the Tele-Communications, Inc. <br />(TCI) Tri-Valley Cable Television System. (SR98:76) <br /> <br /> Nelson Fialho presented the staff report. <br /> <br /> Ms. Michelotti commented that the City was right in requesting that Channel 30 be the <br />first one that people view rather than what was proposed by TCI. <br /> <br /> Mr. Pico asked if the requests for proposals included the use of satellite systems? <br /> <br /> Mr. Fialho said anyone who would want to install infrastructure and meet the capital cost <br />up front could do so. <br /> <br /> Mr. Pico was not talking about a wired system but a satellite system similar to Direct <br />TV. He understood that Direct TV did not provide network services. Is there something similar <br />to Direct TV that did provide network capability that might be interested in potentially <br />competing, without having to install a complete infrastructure? <br /> <br /> Mr. Fialho said he was not aware of any company in the Bay Area that would provide <br />both cable and network channels because it is regulated by law. <br /> <br /> Mayor Tarver wanted to reaffirm that the franchise agreement says the City programs <br />the channels. He thought it was understood that channel 30, 69 and 70 were controlled by the <br />City. He wanted it understood that the City is in control of these channels. He thought it might <br />be a good gesture on TCI's part to allow the City to have channels 30, 31, 32, or other channels <br />in consecutive order, so as to be more convenient for the public. <br /> <br /> Ms. Ayala complimented staff on the report and flow chart. <br /> <br />Pleasanton City Council 4/7/98 <br />Minutes <br /> <br /> 26 <br /> <br /> <br />
