said the city needed to demand to have a cyclone fence put up to protect the children. He did
not see a permanent location on the San Francisco property and a station at Sunol and 1-680
would be unserviceable by buses. The only other logical place is at Valley and Bernal, but there
is no support from ACE to put it there, because it is too close to Livermore. He said there will
be an interim station on the Railroad property and then in three years an environmental study
will be done to justify it as a permanent location. He will work towards protecting the neighbors
that live nearby, to protect the children, and to help mitigate the impacts of the train. He said
having a train station at the Fairgrounds would not be bad if the neighbors could be protected,
either by closing Angela Street, having soundwalls, fences, etc. If the ACE folks cannot fund
these things then the City should. He felt there will be a large demand for people to ride the
trains; more than the 300 people who will board it here in Pleasanton.

Mayor Tarver asked how much fencing was missing?

Mr. Lum said approximately $18,000 worth, the distance from West Angela to almost
the end of the platform.

Mayor Tarver asked whether there was support for the city to fund a cyclone fence to
be installed along the residential area prior to opening the station.

Ms. Ayala would like to request ACE and Alameda County to assist with the funding.

Mr. Pico would like to consider the request and condition the approval on there being
a fence in place before the train starts.

Ms. Michelotti supported Pleasanton's paying for the fence in light of safety issues for
residents.

It was moved by Ms. Ayala, seconded by Ms. Dennis, to adopt Resolution No. 98-33,
approving the three-year interim station for the Altamon Commute Express with the
condition that a cyclone fence be installed along the residential area prior to the opening
of the station.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver.
NOES: None
ABSENT: None
ABSTAIN: None

There was a break at 10:48 p.m.

Pleasanton City Council 4/7/98
Minutes

24
