defer the impact of the church traffic and this would allow for the flexibility of studying the <br />circulation of the traffic. <br /> <br /> Ms. Ayala had a concern with putting in a temporary driveway because when the <br />surrounding houses sell, the property owners might come before Council when the driveway is <br />relocated. She felt it was a bad idea to put in a temporary driveway because the illusion that <br />it is permanent would be there. She thought once the landscaping was in and Stoneridge Drive <br />was completed, the neighbors would be very happy with the final project. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Ayala, to adopt Resolution No. <br />98-32, denying the appeal and thereby upholding the decision of the Planning Commission <br />to approve the design review application of St. Elizabeth Seton (AP-98-01/Z-97-310). <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, and Michelott. <br />NOES: Councilmember Pico and Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6d <br />Altamont Commute Express Station. (SR98:74) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Mayor Tarver said based on the scenario it sounded like the temporary station would <br />become a permanent station. <br /> <br /> Mr. Lum said there is cause for concern because once this temporary station is <br />established it might become a permanent station. The railroad would need to look at alternative <br />sites, but there are limits to those sites. <br /> <br /> Mayor Tarver wondered what discretion the City has in the process looking for an <br />alternative site, notwithstanding the fact that the railroad had indicated it would work with the <br />City. <br /> <br /> Mr. Lum said if the train is as successful as people anticipate, there will be a significant <br />number of trains needed for the permanent train station. A permanent station would need to go <br />through an environmental review process at which time there would an opportunity to comment <br />on the impacts of a permanent station at this location. If the impacts are not adequately <br />mitigated, then the City would have the opportunity to challenge the findings.
