Father Danielson said there are two trees. One is a large tree that could have been
impacted if the exit was going out onto Bowen. It was determined that this tree had
approximately ten years left to live. The other tree is smaller, but no decision had been made
about it. The driveway might be able to go in without affecting it, but this would be decided
during the planning process.

There being no further speakers, the public hearing was closed.

Mr. Pico asked, since the school is not in the immediate future, would it be possible to
have a temporary driveway to the north that might connect to the middle of the parking lot and
leave the vital decision on a final driveway until such point in time the church submits its plans
for the school?

Mr. Swift said this could possibly be done, but there might be more cost involved. As
the driveway is moved further north, it is not as efficient in delivering traffic to the
Rheem/Stoneridge Drive signalized intersection. The further the driveway is from the
intersection, the better it is. There would be a cost involved in putting in a temporary driveway
with creating a new curb cut and then relocating it sometime in the future.

Mr. Pico said there would probably be significant changes to the property when the
proposed school is built. At the present moment an alternative would be to move the driveway
to the north on a temporary basis. He felt a curb cut and relocation of the temporary driveway
would not be that significant in the future. This would allow time for the walnut tree to die a
natural death and give some flexibility until the final design of a school is submitted. He felt
unless the church had immediate plans to build the school, a temporary driveway was the
answer because there would not be a significant cost and it would allow for flexibility in order
to come up with a solution in the future that would address the final design.

Ms. Michelotti said it was indicated that the entire square footage would be needed for
the school and the driveway would have to be moved when the school is built. She felt the key
is to get the improvements on Stoneridge done so the traffic could enter the church from
Stoneridge.

Ms. Dennis asked when the landscaping would be going in?

Mr. Swift said the landscaping between the driveway and rear property line on Bowen
would be required to be built in conjunction with the parking lot.

Mayor Tarver said as much as he did not like the concept that Mr. Pico suggested from
the standpoint that this would have to be revisited in the future, he wondered why a temporary
driveway could not be put in, since the school was not being immediately built. This would help

Pleasanton City Council 4/7/98
Minutes

17
