Mr. Ferguson said he did not know what the original plan was. He thought it might
show a driveway only ten feet from his property line and staff said it might be fourteen feet, so
twenty-five feet is an improvement.

Steve Friends, 4377 Krause Street, said he has the original plans that were submitted in
1989 and it showed no driveway. He agreed with the removal of the tree which would give
more space to Mr. Ferguson. He felt there were some things that were not quite clear about this
project. He said a landscaping plan had not yet been submitted for this project. He would like
to know what the landscaping plan is before this project is approved. He understood the
proposed plan is 36" to 48" box trees and a berm. He wanted to know how many trees and
what kind of berm? He was informed by staff that the official landscaping plan would not be
submitted until the permits were pulled. About ten years ago the church donated approximately
three acres to the City for Stoneridge Drive and Nielsen Park, with the agreement that
Stoneridge would be widened. He felt now was the time to do this. Then more people would
use Stoneridge to enter the church, rather than Rheem Drive. He heard the improvements were
in the planning stages but not funded as of yet. He asked for this to be funded immediately.
Again his request was to remove the tree and move the driveway to give Mr. Ferguson more
room.

Ms. Michelotti said the idea was to make the improvements to Stoneridge Drive at the
same time the church was doing its improvements.

Mr. Friends said during the February 25 Planning Commission meeting it was mentioned
that it was unfunded and that it would not be funded until next year.

Ms. Acosta said the Council would have an opportunity to look at this in June during the
capital improvement program process.

Father Dan Danielson, 3999 Bernal Avenue, Pastor for Saint Augustine Church and Saint
Elizabeth Seton Mission, said any kind of development has its own set of issues to deal with.
He said the church has tried to do everything it could to accommodate the neighbors. The exit
on Bowen and Alexander was approved, but when the neighbors objected, the plan was
withdrawn and the plan for Rheem Drive was submitted. The law states the driveway has to be
ten feet from the property line, but the church agreed to twenty-five feet. He thought this was
a big accommodation and one area that he could not compromise any further. He was willing
to work with staff and Mr. Ferguson about the landscaping issues. He had a concern when and
if a school is built in the future. The proposed school is 25,000 sq.ft. and he needed every inch
available to meet all the requirements. He could not afford to give up another twenty-five feet.
He agreed with finishing the development of Stoneridge Drive.

Ms. Michelotti read in the staff report that there was a study done on the tree.

Pleasanton City Council 4/7/98
Minutes

16
