Bay Municipal Utility District would only have six months of water supply. After one year, if <br />all water rights within the State of California were suspended, and every drop of water that was <br />within the semi-tropic water basin was gone, Los Angeles would run out of water in <br />approximately one year. In eighteen months you would see the collapse of the seventh largest <br />economy in the world. Twenty-one million people without water. At this time, Zone 7 would <br />still have a year and half of water left. The difference between having Dougherty Valley or not <br />in that failure mode analysis is the difference between three years and three and one-half years. <br /> <br /> There being no further speakers the public hearing was closed. <br /> <br /> Ms. Ayala said the City has been negotiating in good faith for years regarding the sewer <br />expansion. She felt a lot could be accomplished by working with the entities in this region, <br />rather than fighting each other. She said she would actively be talking with Zone 7. <br /> <br /> Mayor Tarver said in the closed session Council was in agreement with the accords and <br />working on making a settlement. He could not say this is a good deal and wanted to let the <br />Council know that he had moved away from his position in support of this. He said the <br />principles of agreement on the LAVWMA expansion, the settlement of Dougherty Valley, the <br />hope that everyone would cooperate and work together on the vision of the Valley, is intricately <br />tied together and if this was going to happen, the Board would not have taken the position that <br />it took during the discussions. It would have put the matter to an advisory vote before its <br />constituents. He felt there were a number of people in all the cities that Zone 7 represents that <br />would vote. He had a fear that Zone 7 was going to say this is a County initiative. He heard <br />people state that Zone 7 is not interested in serving outside its boundaries. He had difficulty in <br />understanding why the Board needed the words, "unless you make findings". He felt there were <br />a lot of people that would disagree with the Board wisdom about whether or not there is <br />significant benefit involved in this latest decision. The City has agreed that Dougherty Valley <br />can proceed and to a sewer expansion, but Zone 7 was not there. He could not understand what <br />the argument was about. He felt he has made enough compromises. He would support and <br />assist in an initiative and strongly urged that it be Zone 7 District's residents and not Alameda <br />County residents. <br /> <br /> Ms. Dennis said there is a serious problem with the memorandum of understanding, that <br />if the Council votes to accept it there is not consensus in the Zone. She felt there would be a <br />lot of people involved in the effort to improve the language to eliminate the qualifications. She <br />questioned the value of getting involved in a lawsuit. She wanted to put the efforts into <br />negotiating the qualifying language away or giving the voters a chance to vote on the language. <br />She preferred a binding vote and felt the voters would ask for a binding vote. She understood <br />the difficulty in making such a decision and that Zone 7 was sincere. But because the people <br />have not been involved, they do not trust Zone 7's decision.
