Mr. Pico asked if Ms. Dennis would be willing to change her motion to include the <br />ratification of voters. <br /> <br /> Ms. Dennis said no. She believed the ordinance was not technically flawed. It could <br />always be rewritten to be more specific. She believed the debate would never end. She was <br />happy to entertain improvements to the ordinance at a later date. <br /> <br /> Ms. Ayala said the speakers have always been the same at the meetings. She said the <br />people she has talked to support the ordinance and there have been more than what were sitting <br />in the Chambers. She felt she was elected to represent as many as she could. <br /> <br /> Mayor Tarver said Council sometimes puts itself in a position where it cannot win. <br /> <br /> Mayor Tarver made a substitute motion, seconded by Mr. Pico, that Ordinance No. <br />1719, be adopted on the provision that it be ratified by the voters. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Michelotti, Pico and Mayor Tarver. <br />NOES: Councilmember Dennis <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Michelotti asked Mayor Tarver if he felt the ordinance could be improved? <br /> Mayor Tarver said absolutely. <br /> <br /> Ms. Michelotti thought if some language were written regarding the standards of <br />performance, maybe it would address some of the people's concerns. <br /> <br /> Mayor Tarver said it would not. The people are speaking on the concept of the right to <br />bear arms. This issue is a matter of opinion. Not all the people will be satisfied. <br /> <br /> Ms. Ayala asked if Council believed that the people would get enough signatures to put <br />it on the ballot if the ordinance was passed. <br /> <br /> The majority said yes. <br /> <br /> Mr. Roush asked which election date? <br /> <br /> Mayor Tarver said the November ballot. <br /> <br /> Ms. Michelotti did not agree.
