Mr. Pico asked if Ms. Dennis would be willing to change her motion to include the ratification of voters. Ms. Dennis said no. She believed the ordinance was not technically flawed. It could always be rewritten to be more specific. She believed the debate would never end. She was happy to entertain improvements to the ordinance at a later date. Ms. Ayala said the speakers have always been the same at the meetings. She said the people she has talked to support the ordinance and there have been more than what were sitting in the Chambers. She felt she was elected to represent as many as she could. Mayor Tarver said Council sometimes puts itself in a position where it cannot win. Mayor Tarver made a substitute motion, seconded by Mr. Pico, that Ordinance No. 1719, be adopted on the provision that it be ratified by the voters. The roll call vote was as follows: AYES: Councilmembers - Ayala, Michelotti, Pico and Mayor Tarver. NOES: Councilmember Dennis ABSENT: None ABSTAIN: None Ms. Michelotti asked Mayor Tarver if he felt the ordinance could be improved? Mayor Tarver said absolutely. Ms. Michelotti thought if some language were written regarding the standards of performance, maybe it would address some of the people's concerns. Mayor Tarver said it would not. The people are speaking on the concept of the right to bear arms. This issue is a matter of opinion. Not all the people will be satisfied. Ms. Ayala asked if Council believed that the people would get enough signatures to put it on the ballot if the ordinance was passed. The majority said yes. Mr. Roush asked which election date? Mayor Tarver said the November ballot. Ms. Michelotti did not agree. She felt November was too far into the future. Ms. Ayala asked if it had to be decided tonight.
