However, if Council saw the need to pass the ordinances, he suggested it be put to the vote of <br />the people. This issue needed to be talked about now and a decision needed to be made now. <br /> <br /> Ms. Michelotti asked staff to address the time flame regarding when this could be put <br />on the ballot. <br /> <br /> Mr. Roush said if Council were to make a decision to put this issue on the ballot, it could <br />be put on the June ballot or Council could decide to put it on the November ballot. <br /> <br /> Mr. Pico said in the past Council was able to obtain an extension of time with respect <br />to putting an item on the ballot. <br /> <br /> Mr. Roush said it depended upon when the signatures are turned in, how long it took the <br />Clerk to certify the signatures, and then how close the next election would be. <br /> <br /> Ms. Acosta felt Councilmember Pico was referring to the additional time received when <br />ballot arguments were due. <br /> <br /> Mr. Strawn asked how many signatures were needed for a special election? <br /> <br /> Mr. Roush said 15% of the registered voters were needed, if less than that (but at least <br />10%) it would go on the next regula~y scheduled election. But it would also depend on when <br />the certification was done and how close it was to the next regularly scheduled election. <br /> <br /> Ted Crowton, 6013 Acadia Court, asked why an ordinance would be passed if only <br />selective parts of the ordinance were going to be enforced. <br /> <br /> Ms. Ayala asked who said the ordinance would be enforced that way. <br /> <br /> Mr. Crowton believed the City Attorney said that. <br /> <br /> Mr. Roush said the ban on the sale of the models of the guns on the roster would be <br />enforced. The ordinance would not be enforced on every gun manufactured. In regards to the <br />Fairgrounds; the City would not seek to enforce the ordinance there because of the City <br />agreement with Alameda County. <br /> <br /> Mayor Tarver asked who would make the determination as to what guns needed to be <br />added to the list and how did that process work? <br /> <br /> Mr. Roush said the Police Chief or the City Manager would make the determination. <br />The process is that on a semi-annual basis the City shall determine the need to place firearms <br />on the roster.
