I-Ie said there will be on board surveys when the <br />service started up. Another part of the problem is the corridor. It is believed that the <br />congestion is so severe that we need more than one solution to solve the problem. In January 1997, Santa <br />Clara reached its job projection for the year 2005. <br /> <br /> Mayor Tarver asked for public testimony. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, commented on the need for affordable housing. <br />He objected to the County taking money from the taxpayers for projects that were not being <br />completed. He felt sales taxes were repressive. He suggested creating a gas tax, making the <br />freeways toll roads and creating a commuter fee. He believed the people who used the <br />automobile to commute should pay. <br /> <br /> Mayor Tarvet understood he believed the automobile should not be subsidized. <br /> <br /> Mr. Hovingh said the automobile should subsidize public transit. The ultimate solution <br />was getting the people out of cars. He felt it should be more expensive for people to drive their <br />automobiles than it was to take public transit.
